What is security?
Public transport systems are the backbone of urban mobility, every day they are used by a high number of passengers. By their nature, public transport systems are open and fully accessible. The large geographical spread of public transport networks is difficult to monitor, therefore they provide potential spots for criminal activity.
Developments and trends
Recent incidents, such as the attacks in London and Madrid, show that public transport systems are vulnerable and potential targets also for terrorists.
Although the prevention of crime and terrorist activities as such is the prime responsibility of governments, the public transport sector also has to make concerted efforts to protect its passengers and infrastructure.
The combination of design and technology, staff skills and awareness can essentially contribute to make public transport systems more secure.
Because 100% protection of public transport systems is not realistic, emergency responding preparedness is necessary to minimize destabilisation and consolidate crisis and incident management skills.
The effectiveness of responders can make the difference in limiting the severity of damages and number of casualties.

Missions and Issues
The Security Commission (SecCom) began as the Security Group in 2004 and was formally approved as a Commission in 2006. The SecCom gathers members from around the world and is the UITP members’ forum for professional discussions on all issues regarding Public Transport Security (PTS), including technological, operational and management aspects. It does not specifically discuss safety issues. It is the working body central to all PTS related activities. It is the reference point to a wider network which gathers representatives of UITP members involved in PTS operation (PTS network). The SecCom seeks to study, assess and promote innovative operation and technology for enhanced PTS.
The SecCom implements UITP’s overall strategy and objectives on PTS in agreement with the UITP Policy Board. It is responsible for co-ordinating, planning and following-up PTS related activities which are carried out by its own working groups and guiding of working groups set up by other UITP working bodies. It represents UITP’s position in the framework of externally funded projects.
Currently, UITP is the Coordinator of COUNTERACT, a European Project under the sixth framework programme. The SecCom acts as the ‘Public Transport Thematic User Group’ in this project with the role of guiding and endorsing the research carried out in the project. Read more about COUNTERACT
